Chien-lung was once a member of the basic level, therefore, completely understands the mindset of all basic-level members. As the continuation of the philosophy signifying “Building a new city for all of you” in last term of office,
the mayor highlight the philosophy “As a mayor of all citizens and all for Sanchong” in the current term of office, in the hopes of constructing the City comprehensively and making
Sanchong become a first-class city. In order to enable citizens to feel that they
belong to the City and make them proud, the mayor hereby propose his aspirations and earnestly request your comments and support. |

I Scholarly Sanchong： |

Build small-scale libraries and community reading rooms, enrich the collection of books and network, and hold literature, musical, art and sport events on an on-going basis |

II Welfare Sanchong： |
|
Continuously promote meal service for solitary elderly men, improve the care for the handicapped and minority people, add and develop the lifetime learning programs and channels. |

III Pure and Fresh Sanchong： |
|
Promote classification of trash and recycling of kitchen waste, and make good use of environmental protection volunteer workers in communities to proceed with the recycling to make the city clean and our homeland treasured. |

IV Green Sanchong |

Continue renovating old parks, develop “Green Three” and military dependents' village cultural parks and strengthen improve the landscaping or light-sculpture work on streets and lanes. |

V Convenient Sanchong： |

Open up the choke point of roads, reconstruct Li Sing and Rose Parking Lots as parking towers, add parking lots for motorcycles,
and build parking lots for bicycles at MRT stations. |

VI Safe Sanchong： |
|
The monitors in the various communities will link with the police's monitoring system to help the patrol catch criminals. The sewage dredging work will also be strengthened and the alert and precautionary measures will be enhanced to protect the citizens' property and ensure safety. |

VII Rising Sanchong： |
|
Urge the earlier commencement of Chongcuei Bridge and the steel cable-stayed bridge of Erchong Floodway to make ring roads available in whole, strive for earlier completion of East-West Expressway and develop the MRT system to airport and extend the MRT to Shihlin. |

VIII New Sanchong： |
|
Urge the County Government to speed up the development on both sides of Erchong Floodway and the reclaimed land in Chongyang Re-planned District, and renovate old communities to make Sanchong more advanced and prosperous. |
