*Erchong Floodway

I.Cause of development

Cause of development Danshuei River gathers Dahan River, Sindian River and Keelung River together in the territory of Taipei. Because of the special geographic condition, the flood discharge is tremendous. Meanwhile, the trough from Taipei Bridge to Guandu River is so narrow that the flood cannot be discharged fully and the low-lying land on the two river banks suffers flood frequently. Therefore, the flood control plan for the territory of Taipei suggests constructing dikes on the both river banks and also developing Erchong Floodway to discharge the flood.
It is a pity in the populous territory of Taipei that Erchong Floodway can only exert its function to discharge the flood when the flood takes place and is idle in the usual time. Therefore, in order to pursue the long-term living benefit for the citizens and to upgrade their living quality and the land utilization value, add the green land park in the City to provide the citizens a large-scale waterfront sport and leisure activity place, we conduct detailed investigation on Erchong Floodway and proceed with the overall planning, insofar as its function of discharging flood is not impaired.

II Base

Erchong Floodway is extended from the Danshuei River bank at the south side of Sanchong City to the north west side and enters Wugu Township. The length of the floodway in Sanchong City is 3km with the average width of 450M. The scope of the project is Erchong Floodway inside Sanchong City. The scope of research will be subject to the requirement for the research and be added or reduced on the two sides of the floodway dikes.

III Concept of development

(i)

Create a linear core axis according to the lineal characteristics of the floodway: waterfront river course

(ii)

Install paths and bike lanes along the both sides of the core axis, and provide health facilities.

(iii)

Provide a series of village and neighborhood theme parks on the left and right floodway dikes to satisfy the residents’ need for green land in Sanchong.

(iv)

The low-water bank on the furthest south side of the floodway between the entrance weir and Danshuei River shall be categorized as the bird sanctuary to protect the wild animal habitat on the river banks.

(iv)

The sport area between the entrance weir and Chongsin Bridge is utilized mostly, which shall be categorized as the sport park.

Note: Taipei County Government has established River Highland Beach Conservation Office dedicated to handling the construction and management affairs in the floodway.

IV Status

The detailed plan of Snachong Urban Planning has been promulgated and enforced on February 14, 2003. After the County Government stakes out its claim and complete the legal procedure, the both sides of Erchong Floodway may be developed as fine-quality communities.
